So really it just boils down to whether or not you want an exp buff and a specific language community. Pretty much all of the servers on Primal are friendly and a good home to have. Large number of casual players, and ok number of RPers. Excal has a few maxed out FCs that are all RP-focused. But nowhere near Balmung levels. Excal also has a fairly decent player population out of all the Primal servers if that interests you.
