If the weapon has already reached one of these level thresholds, slotting the memento into it will automatically unlock the cosmetic bonus. Nope if you dismantle you won't get the shader. It works like the past seasons flawless chest shaders. It's more like a trophy for the armor or weapon it's on. I dismantled gauntlets and didn't get it. Still have it on my Sola's Scar. But I had it pop up in collections if I recall previous shaders did not.Pretty sure almost all the older Crucible shaders are available now as drops.
