It auto hides when not needed. The balloon can be moved with the mouse and the new position is saved. The text is still displayed in the normal chat log. The Sparks packet ID is 0x110 and I see how he queried that, but the Unity Accolades packet is 0x113 and seems to share that with many other items (according to what I see in packets/fields.lua). Also, Escha Beads uses packet 0x118 and is the same situation, it shares that ID with many other items.
