Yes. Rhino is absolutely viable endgame. The "falloff" people talk about is pretty much specifically about his Iron Skin ability. And yes, the damage tanking capability of that ability in particular falls off fairly hard, but it is still helpful, especially in that it protects against almost all the statuses.

Ceres, Derelict and Saturn are the three planets where you can get Orokin Cells. Progress through the game to get to Ceres. Orokin Cell Farming.
