I would turn off and wait a few moments then try again, ususally this would work and it would take right off. It continued to get progressively worse.

I have a 2001 TJ 4.0 and it is consistently throwing a P0305 (#5 piston misfire) code and any time the RPM reaches 2800, it cuts out and surges between 2600 and 2800 rpm (exactly like a Rev limiter, assume a limp mode).
