The last time USCIS tried the same thing, it was shut down in courts. For right now it's status quo, I-765 and I-131 are free to file with I-485 until further notice. But assuming the fee structure does go into effect (presumably this year), it's in people's interest to file their I-765 and I-131 as soon as possible while they're free to file.
