Ok I figured out how to do this, and it's pretty easy, Make the entire world forest soil. Cover the whole world with infernal seeds. Fertilize the whole world. Spawn a bunch of flame towers. Spawn a bunch of demons at the same time. Keep spawning until you get the achievement. If it's still not working then repeat the steps again, on the same map.
An simple way was to throw nukes where you want to have Wasteland biome. But, this way may alter your terrain, so, instead you will have to put acid rain on it (both the stormclouds and the manual way work).
