Crafting skill only affects items crafted from Blueprints, it has no effect on any other crafted item. Normally you dont put any points in crafting skill until you need to do a big crafting session, then use a mindwipe and put ALL points in crafting skill to give you the best chance of crafting high level items from your BPs.

The option on settings which you might be referring too multiplies the original crafting skill bonus. e.g with a character crafting skill of 500% you might get 15% bonus on a blueprint saddle, however if you changed your settings ‘bonus multiplier’ to 2.0 you’d be granted 30%.
