Apparently the enchanting table can't read my bookshelves if they're covered by slabs. You need at around 9 hell shelves surrounding the enchantment table to allow for the infusion enchantment to show up. I tested it out just before replying to this. I tried infusing it while I had seashelves, which didnt work until i lined up hellshelves.
