Most of the profit i made last wipe running scav case was from keys or expensive tech items. Just run whatever you're willing to lose, it's a lot like gambling. Yep, you need 5-15 pmc per raid and only after that you can join as scav. Everybody would love to do some quick scar runs to start hideout. Hence, thats why it takes ages to find a game. Also some maps, with mid-late game quests (like Lighthouse) its really difficult to get in as scav.
