Railgun MOAs aren't all that common, so it'll just take a while no matter what. Have a look at the Codex entry to see what planet they can spawn on (there's a screenshot on the linked wiki page). I can't say where the best spot is to encounter these, but I remember that I encountered quite a few in later levels of Interceptions on Mars.
