With respect to your transfer, what matters the most is your college performance (GPA). Your ACT is decent. Higher ACT/SAT will not get you into UNC, Cornell or Vandy. You need a high GPA in college. So I would focus on that. Retake the ACT just to be safe and don't send the SAT score.
