To hit the armor cap you'll need smithing of 100 and upgrade your heavy armor. I beleive you can get Ebony up to the cap with a potion of smithing along with heavy armor perks. So I'm using a sneak type character I noticed that at 100 sneak with all perks enabled, heavy and light armor makes almost no difference in my visibility.
