Happened 5 times in a row now. Click on the weapon in the inventory circle (why do we have TWO completely different inventory screens?!), then click on the gun inside the circle. Now you should be able to choose ammo and scopes on the right side of the screen. Or you might have to assign it to a quickslot first, by dragging the gun icon there.
