I believe most iconic weapons will scale to your level, but you can upgrade weapons with materials to bring them up to and even beyond your level. 2.0 makes weapons and items scale rarity instead of level. So instead of a level 10 or 50 gun, you get like a green (tier 2) or yellow (tier 4)
